Yep, you have to lower the cursor for angle jitter (can be found in shape dynamics section) :)
Concerning the gradient (not sure to understand the kind of gradient you want exactly) but you can make a gradient effect with the pressure of your tablet by going into étransfer section", then change the opacity Jitter and put "pen pressure" in the box just below.

I'm assuming because it's for photoshop, this here tutorial should apply to Adobe Photoshop Elements as well, right?

it should work. Sometimes all the functions are not visible. Do you have a function "show all tools/commands" in the edit menu? (mine is in french so I can't tell you the exact name). Well the command should appear, still un the edit menu, as "define brush preset (you have to select the shape with the lasso first)

The tool is there, but it's unclickable
And there's nothing like that you said
Maybe it's because I have the Portable version?

This is great. I've been recently pulling my hair out trying to make a good, believable grass brush.

Maybe you should add in the colour dynamics that you shouldn't put the foreground/background jitter up too high or else you'll get white blades of grass amongst the coloured ones.

I realized that the default photoshop brush was a bit overused and I found this

I'm glad to be reminded that new brushes can be created for a more unique effect
